Parking Fees

I live on the border of a home county and a London Borough, a town centre in the london Borough is less than 1/3 mile from the county border. The parking fees for the Home county and non borough residents are 50% more than the London Borough residents?
Can this be allowed, is this not discrimination ?

    No, the local authority is able to set their own charges.
