Buildover Agreement

Hi everyone,
I spoke with my local building regulation office today in regards to a permitted development extension and they spoke about having a Buildover Agreement from Thames Water.
I have tried to get through to Thames Water all day and have no joy. Does anyone have any idea how this will affect the build and does anyone have any first hand knowledge of this agreement and the process behind it.
The building regs guy said something about a sewer pipe in the back garden and because of that a buildover agreement would be needed. Im guessing this is to do with the soil pipe that runs down the rear elevation of the house. This pipe will stay where it is and be boxed in through the extension. There is no manhole or access cover in the garden at all so I am a bit baffled.

You need to get the water authority's permission to build over the drains before the council will register and proceed with the application
You need to apply to Thames, pay their fee, pay for a drain CCTV survey to check condition, send them the building plans, and then they will tell you if you can build over their drain or what precations you need to take.
Once approved, they will send you the agreement and copy to the council

After speaking with Thames Water I have just found out that there is a main sewer line that runs along the back of my house, 1/2m away from the exterior wall. They said that this will obviously affect the decision and they will only decide once looking at the plans after the submission. I really dont want to be throwing money away and its going to cost me £600 to get the plans drawn, then £363 to submit the plans Grrr.
Has anyone had this problem with a main sewer pipe so close to a property???0
