Annoying Neighbours - Advice please

I’m hoping someone can help. The elderly couple that lived in the flat beneath mine moved out last month and the landlady has let the flat out to some boys that work for her. The problem is that it’s 1 bedroom flat! They have converted the living room into another bedroom and there is always at least 4/5 people in the flat at any one time & they are loud. They shout, scream & laugh loudly until 3-4am in the morning EVERY morning. Doors are slammed constantly & I now park my car on the street and not in my car space to avoid them as whenever I walked past they stare at me as if I’m wearing a mini skirt or something (I dress like an old granny btw) I live in a conservation area so I’m working whether they should have got planning permission to change the flat and secondly, whether there are rules about how many people can stay in the property. Also they have put up an enormous satellite dish. It’s INSANE! Does anyone know where I should start?

I have that too: Environmental Enforcement need to hear to take action, but the slummed doors are short impacts and if you ask the noise team to call they might not catch them.
What we do is this: We first talk to neighbours just once to keep noise down BUT this never works usually.
Next, when the noise is happening we call the Environm Enforcement and ask them to "JUST LOG the noise PLEASE"
Then we usually write a recorded delivery letter to the EE of Council complaining what the neighbours do and say it is affecting us. We follow the letter with phone call. You may ask Council to write to neigbours a letter. The letter will say that if they do not limit the noise a recording device will be installed.
Usually now this noise is considered "antisocial" and so we call the antisocial unit to visit us. We tell them the problem. The antisocial unit tell the neighbours heavily not to do any more of that bad thing.
These are temporary solutions that work a while. BUT you need soundproofing as permanent solution if you need sanity."I'll be back."0 -

Its unclear what type of property this is, so this may not apply, but what does your/their lease say on the issue of renting? If applicable has the freeholder approved it being rented out? is there anything in the document on the subject of "quiet enjoyment" or similar?0
