Leak from flat above - neighbours out

Aaah help! I woke up to my bathroom floor almost flooded from a leak from the flat upstairs. It seems their washing machine is in use - but none is at home! I can't use my bathroom...
I don't have my neighbours' contact number and my agency doesn't, either - plus my landlady is in Australia so will be a while before she sees and replies to our email.
Is there anything else I could do/anyone else I can call?

Do your flats have separate supplies? Maybe in a hall cupboard? or in the cellar? or outside in the foot-path? If so, and if you can deduce which is your neighbour's stop-valve, then just turn it off. The Washing machine should just stop without any water.
If you don't have separate supplies, then I think you will need your LL's permission to get access to the upstairs flat.0 -
Inj the case of an absentee tenant, the fire brigade and police have the right to force entry in order to halt the damage to your property. Give your local old bill a call and they wills end someone out.Eat vegetables and fear no creditors, rather than eat duck and hide.0

Thank you everyone, I called the fire brigade and they went into my neighbour's flat and stopped both water and electricity supply. We then had to call in an electrician to check on our bathroom (as per fire brigade advice) and he isolated the lights in our house and only switched on the sockets.
We've left a card to the neighbours explaning and telling them to contact us when they're back because we need to assess the damage and know whether we can go back to using the light in the bathroom!
They're not back yet - agh!
