Washing machine problem

My downstairs neighbour has just knocked to complain about my washer. They do complain about everything to the extent that the council have asked me if I thought they were being vindictive.
Now they reckon that the vibration from my washing machine is knocking their sitting room and kitchen to pieces. In the summer I only have it on slow spin as I get sick of them moaning and I can dry clothes easily enough. In the winter it is on a faster spin but it is turned off before it goes into super spin. The machine is on wooden flooring which is on thick underlay which in turn is on floorboards. They are bound to hear something but I reckon they are exagerating.
Bizarrely, they also reckon that their flat smells of soap powder! This is the bit that I really don't understand. How can this be?

Do you share a common drain?
That could explain the smell of soap powder and possibly conducted vibrations from the washing machine.If my post hasn't helped you, then don't click the 'Thanks' button!0 -
You could try securing the washing machine outlet pipe so that it doesn't rattle the drain pipe. Perhaps put some rubber or sponge around it?
With regards to the soap smell - perhaps try using less soap or one that they approve the smell of.
