Move/Remove Sewer Vent

There is a metal vent, standing about 20cm above ground level, in line with the side wall of my front garden. The wall is built around the vent. I've been told this is a sewer vent, and judging by the position of an inspection cover in the adjacent shared driveway and similar vents in other front gardens this makes sense.…
