Ex-LA/Council..really?

I accept I can be notoriously thick on occasion, but I really don't understand the description 'ex-LA/Council' as it relates to most leasehold properties.
If you buy a lease, the property is still LA/Council. Your tenant neighbours are still LA Council. The nature, level and cost of services is still LA/Council...so who are we kidding here?

Well, all I can tell you from experience is that our property is Ex council, we're the third owner since the property went from local authority control (via right to buy I'd imagine) and the property is freehold. Our attached neighbours are council tenants though. (Nowt wrong with that though, it's a well managed estate and lots of the residents have lived here many years).
EDIT: I'd say ex council is a description to give a buyer an idea (possibly even a false idea) of the kind of area / property / estate / neighbours they might expect.0
