There are plenty of people who feel that they have no option to pay the bill that drops on their doormat.

The private parking companies are, I imagine, very happy scooping up all that money without any hastle of legal proceedings.

Ye, your probably right. As they say, if it ain't broke, don't fix it. And if the number of people who don't pay them really does account for a small percentage of tickets then changing their system probably wouldn't be worth the hassle.

But as more and more people learn not to pay them, I wonder how far away we are from them having to reform -- from what I read it could be a long long way away I guess.
