£250 V5C Fine?

Not sure if I should post here on on the Parking/Fines etc. board, so apologies if this is in the wrong place.
Just had a voicemail on my mobile which scared the **** out of me! Someone from my local Warrants Office calling.
called back, and he has informed me there is an outstanding fine of £250 in my name (they have my old address).
I asked what this was for, and he was vague, but mentioned that it's to do with a non-return of a V5C document on what I assume is my old car?
Firstly - does anyone know what the actual offence is, and if the penalty is correct?
Secondly - the car was a lease vehicle, which was handed back to the lease company who then sold the vehicle on. The V5C was sent to the lease company (in it's entirety which I'm aware is probably my mistake). Does this make a difference to anything?

Tell them to get DVLA to forward it to your new address and that until you get something in writing, you are going to take no further actino.0

Never do anything by phone on an incoming call - if someone calls my mobile I ensure I find out who they are first, then ask them to send anything in writing. I would not have given my new address to them as DVLA should have this already as I assume you are registered on a vehicle at your present address.0

How did they get your mobile number? The DVLA doesn't have mine. Might be a scam, might not. I'd recommend you contact the DVLA directly and find out what's going on, not give any details to some random over the phone.0

Local warrants office could be related to the local magistrates court. This might not be one to ignmore as HMCS can effect entry with a warrant."You should know not to believe everything in media & polls by now !"

Can't help with the fine, however I can confirm that 10 years ago I had a lot of parking fines that I didn't pay and had a visit from a warrants officer. I wasn't in when he first came but he left a business card through my door with a written message on the back asking me to contact the warrants office with a phone number.
He was definitely legit. However, as other's have said, how has he got your mobile number?0 -
