Morning people. I recieved a pcn (06P) last night for not displaying a valid pay and display ticket. Despite, having purchased a ticket. The ticket went down to the bottom of the windscreen. I am going to appeal this. However, would like to get some advice from ye experts on here. Many thanks

Yes, it is from a london borough council. I'm not sure if I am allowed to write their name.

I had one from Bury MBC a few years ago when I managed to put the ticket in the window upside down. They asked me to send proof that I had a ticket at the time the fine was issued, once I sent it to them they cancelled the fine.
It's no guarantee that it'll happen for everybody or every council, but it did for me.0 -
Thank you very much for you advice. Tis deeply appreciated. After speaking to family members last night. I was being encouraged to just pay the fine. I can't bring myself to do it, as I know I purchased and still have the ticket. I will let you know the outcome. Many thanks again0

You'll need to show all of the PCN, and someone will be along to advise you. There could be issues with the wording on the PCN that could be included in your appeal.0 -
First of all try the informal approach. Write in and quote the P&D ticket serial number. They'll be able to look it up on their own systems but you might want to send a photocopy.
Most councils will let the first PCN off for a genuine reason but that has been getting worse during the financial squeeze.0 -

Google the words 'fluttering ticket Council parking' as well. You will find that it a phenomenon already discussed on many other forum threads, either where the P&D ticket falls down a bit or completely into the footwell. You will also find 'fluttering ticket' mentioned on sites with details of successful parking appeals, key cases etc. There are ways to get this cancelled (usually) and sometimes Councils allow it without a fight.
Do a quick informal appeal with a COPY of the P&D ticket (keep the original) very politely asking if they will cancel the PCN as your PCN was in the windscreen but must have fallen lower, down to dashboard level.
Say please cancel it, grovel, it's my first PCN ever, etc.
And finish by saying that if they do reject your appeal you will require a copy of te CEO's notebook, all photos taken, and a copy of, or link to, the Order relating to that street or car park (this will help you if you have to take it further).
And if they are daft enough to reject that nice request proving that you did pay, then ask for help on pepipoo - don't just rush to pay it.
