Question about using 141

I know 141 is the prefix you use when dialling if you want your number to be withheld, but is it withheld in every case?

What about if you phone the Police or a bank or a benefits agency or an insurer or some other official number? Is it still withheld or do their systems over-ride the 141 and they can see the number you are calling from?

Disclaimer: this is a hypothetical q as a result of a friendly 'argument' with someone on the phone last night. It's made me wonder. :D

    According to: http://en.wikipedia.org/wiki/Caller_ID

    "Blocking the number is referred to as Calling Line Identification Restriction (CLIR). Emergency services will most likely be able to show the restricted number using a service called Calling Line Identification Restriction Override (CLIRO), or by using general ANI services."

    which is what I would have expected.
