Go to scriptlance.com and sign up for a webmaster account which is free.
Then write a short description of what you require and various website designers will offer you a price.
Most of the designers are highly skilled but are from India or Russia so their prices are very low.
Each designer has a feedback (similar to ebay) so make sure you go with one with a good feedback.
I am not connected with scriptlance in any way but have used it several times.
I have just had a basic website designed (10 pages) for $75 around £40.
I registered the domain name through godaddy.com for $8.95, around £5.

Im a freelance designer (UK based)....and personally having just looked at the scriptlance site, I think it's an insult to the industry, surely you dont know what you're buying into?.....and as one bidder has put, " If you are not 100% satisfied with the work I do for you, then you do not have to pay me", that's an insult to himself as a so-called professional!.....Id prefer to use "You WILL be 100% satisfied...so you will pay me!" (gotta have confidence in your own abilities right!)
