HSBC & bal transfers

Just wondered if anyone else has come across this. My hsbc had a reasonable % rate, where as OH card has a disgusting %, so we decided to do a balance transfer between the cards. We'd save quite a bit in interest and as a bonus lower our mthly payments. However it's been refused because apprently I cant do a transfer…

and I've checked online, in branch and via call centre before I tried to do the BT, asking if there was a promo rate I could use instead of normal. All came back no. What's really annoying is the fact it was obvious I wanted to do a BT, yet NO one thought to tell me it wouldnt be allowed???
