my brother got too many tickets for concert

My brother bought 2 tickets for a concert about 2 months ago (the concert's tomorrow, 7/12/11). he received the tickets about 3 weeks ago.
he has since moved to my dad's for a short period of time while his room is being redecorated. on thursday last week, another special delivery letter turned up and my mum signed for them. there's been a lot going on in the family recently with ill relatives, so she forgot to tell my brother he had post. he often buys stuff online, so has been receiving a number of signed for parcels recently, so something like this showing up isn't uncommon at the moment.
brother received an email last night from the ticket company today him they think they have sent him too many tickets. my mum opened the parcel (on his instruction) and there are indeed 2 more tickets.
the email they sent has asked him to confirm how many tickets he has. he is more than willing to be honest and tell them he has 4, but doesn't want to be stung for the price of 4 tickets, when he only bought 2 and will only use 2.
what's the best course of action? there's no way they'll get the tickets back in time if we post them back tomorrow, bearing in mind the concert is tomorrow night. plus, neither him nor my mum will be anywhere near a post office tomorrow. brother's going straight from college to the venue.

You have no contract with them for 4 tickets so they cannot then charge you for them.
As far as returning is concerned, tell them to book a courier.
Wouldn't worry about it though if I was you -- if they charge you again just report it as unauthorised.0 -

no, it's a mistake, just tell them yes, you received too many and are happy to hold onto them for collection, or destroy them per their preference.0

You may be guilty of theft only if you intentionally deprived them of the goods. Which you're not doing.
They likely already know they're unlikely to get them back in time -- if they was desperate for them back they'd arrange for collection. I imagine any unused tickets need to be returned to the venue so they're only charged for those they sell.0 -

they will prob just cancel them from their own or something
they cannot charge him for the extra 2.0 -
call them and say you have an extra 2. this close to the concert they may ask for the numbers of the 2 extra tickets so they can cancel on their system, so they cant be used.0
