So went outside my house today to find a motor-scooter parked across our driveway, obstructing in and out flow. It belonged to...
...an enforcement officer who was ticketing cars parked on double yellows across the road.
I asked him about it, and he said he wasn't committing any offences. Seems a little like bad practice though, given rule 243 of the highway code says do not park or stop in front of entrances to a property.
I've popped a quick email to the council asking them if in future they could knock and ask to park across the driveway. To be honest, I'm not that annoyed - the double yellows across the road are ignored constantly and the people who park there dangerously narrow the road. I'm happy to let them do it if they ask. I just enjoy what I feel is a slightly ironic situation.

He certainly was committing an offence if he parked across a dropped kerb and blocked your driveway.
I'd have given him a choice between, either I call the police, or I'll set fire to the petrol tank unless you move it in the next 30 seconds ...

It's a criminal matter to cause obstruction not a civil one so the council parking staff won't be able to do anything. It's down to the police to deal with (and when you ring their call centre they'll try to convince you it's the councils job).
If it happens again ring the police instead of troubling the council. The police are reluctant to do anything about obstruction as they'd prefer to be eating doughnuts but if you insist that its a problem they can have the vehicle removed.0 -
Thanks for the replies, especially the clarification that there was an offence, despite his denial.
Like I said, I wasn't too bothered by the obstruction - I wasn't in any immediate rush to leave. I just really get annoyed by people who are supposed to be enforcing a set of rules breaking them at exactly the same time. It just feels really hypocritical!0 -
