 MOST councils operate a 1 strike then you're out policy. That means they'll let you off the first offence if you write in and basically grovel to make them feel good about themselves.             Yes.. and a loophole is usually the laymans term for what you've said - the correct application of legislation. That is generally what pepipoo folks look for to try and get motorists out of sticky spots but as said, there isn't always a "wrongful application of legislation" available.
 I stick to my original advice: Write in and grovel. Many parking departments ease up at Xmas due to the Xmas costs. Both parking depts I've worked for have taken a laid back approach at Xmas.0

 Where is your pepipoo thread, can you link it here? I think they are all up to date, none had no reply last time I did a trawl. If you want more advice ask on pepipoo on your thread and supply any info they asked for.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
