HSBC - dragging their heels!

Hi all,
Sent in the PPI reclaim form in July and was told they had to reply within 16 weeks. This timescale has not been stuck to - please can you advise the next step for me??? I am claiming on behalf of my mum and not sure which was forward to go now. Is it ombudsman or write to company again? We have tried ringing on the letter they sent when they extended the deadline date - message saying no advisers available and then cuts off.

Got confirmation that they had received the letter yes. Said they would respond within certain time limit and haven't.0
