This is true - it is part of the experience of TRAVEL. I don't think I would like to have a house/apartment or anything of any worth there. Integrating in Spain is one thing... in an Arabic country is completely different. Admittedly I haven't tried it but I don't intend to (though I have lived in Spain - and not the Brit expat areas).
It depends where you are for one thing, and it depends why you are there.
'pioneer' (rather ironic name!) went on a day trip from Spain for heaven's sake. The locals obviously know that these ships are full of trippers. It's a one-off chance to make a living by selling them stuff. It's the same the world over in economies like that. The idea that his life was in danger is nonsensical. When I was in Marrakesh I got hassled outside my hotel for the first couple of days but they got the message after that. If you're a holiday-maker in a tourist centre you're likely to fill up with trinkets and souvenirs, so you can understand why the sales people chance their arm with you.
As for why you're there, if you're living in a place, you won't be hassled by people trying to sell you souvenirs. They can tell whether you're a naive tripper or a resident, and will treat you accordingly.
There was an interesting item in the Guardian magazine yesterday about buying property in Morocco. A number of Brits are doing very well out of it, and love the place. I've been to Morocco and landed in Tangiers - it's obvious where they're talking about - and encountered a bit of hassle. so what? nothing wrong with trying to make a bit of money from rich tourists is there? no violence, no threats at all. it's one thing being a bit intimidated, but quite another to allege that they were robbers!
and incidentally if you had taken his services, you may well have found you'd got no hassle from anyone else and a local guide for cheap.0
