Special Enforcement Area (SEA) PCN 27

PCN27 - Parked in a SEA adjacent to a footway, cycle track or verge lowered to meet the level of the carriageway.
Received mine yesterday and have read some comments on here dated 2009 and am aware legislation has changed, but not sure what to.
My first question, what exactly is an SEA? What are the membership requirements? How can I find out if my council is a member of this Special Enforcement Area? Or is all councils within Greater London automatically a SEA member? I am referring to Newham Council.
The PCN27 used to just say "footway" but they have added cycle track, I want to find out if these extra bits are included in legislation or just the council adding it to tickets?
I am aware that legislation has changed to close some loopholes around this, but unsure what changes.
Any info appreciated.

Your best bet is to go to www.pepipoo.com where they have plenty of expertise in dealing with council issued PCN's.
The one thing to emphasise is not to ignore it, as it is legally enforceable.
A special enforcement area means a special enforcement area designated by order of the Secretary of State under Schedule 10 of the Traffic Management Act 2004, so it might be worth checking to see if the area has been correctly designated."You should know not to believe everything in media & polls by now !"
