Does it Matter Who Owns the Land?

Quick query on a Parking Charge Notice from CMS UK Ltd. Got one of these on Saturday for "not displaying a valid permit" on a car park that did have plenty of warning signs. I thought it would be OK to park there as the land is owned by the (Leicester) City Council who allow parking on a similar nearby car park (which was full) at the week-end.
Does the fact that the council own the land - even though they didn't issue the ticket - affect the advice to ignore everything?

If payment (and appeals) go to the council than it's a council ticket. If the payment & appeals go to CMS directly than it's a private ticket.
The landowner's damages would most likely be zero.0 -
Everything goes directly to CMS - it doesn't even mention the council on the ticket.
Just thought it strange that the council would 'employ' a PPC as agents when they have their own people.0 -
Do a FOI request. Ask them to name the company they hold a contract with to manage that particular piece of land.0

Wondered about that myself but thought it might put me "in the frame" as it were.
From what Kite2010 says I'm happy it's simply a PPC ticket so I'll go down the "ignore, ignore, ignore" route and hopefully not hear from them again.
Was slightly surprised that there is no sample letter chain from CMS in the examples mind.0 -
Guess so.
In the worst case scenario does the legal cover included with my motor insurance cover hiring a solicitor or am I just being over pessimistic?!0 -
CMS have never ever done court.0

Thanks for that Alexis - puts my mind at rest.0
