Fuel Card Query

Hi All,
I have seen a few posts on this, but none I've found have helped, so any feedback is appreciated.
I have a company fuel card that covers both business and private mileage, I also receive a car allowance of £600 a month which is taxed with my monthly pay.
My P11D for last tax year shows £5,446 for the fuelcard as a cash equivalent. I do a little over 30,000 miles a year of which 10% would be classed as private miles leaving 27,000 business.
I've believe when I complete my SA I should use the calculation of:
10000x40p+17,000*25p= £8,250 - Car allowance of £7,200 = £1,050
So at 40% tax I'm due a rebate of just £420? This seems a little low to me as when we look at the P11D value of £5,446 it would suggest I pay £2,178.40 (at 40% tax) of which 90% would be because of business mileage.
I'm a little confused about why I appear to be paying so much tax because of by business mileage?
