divorce settlement plase help

A friend of mine was married in 1994 for 11 months. During this time they did not have any children. Whilst he was married, my friend lived in his wifes house, he paid all his wages into her account and was given a daily spend of £5. He got divorced after the 11 months in1995 due to their differences.
During the 11 months of their marriage his wife made improvements and extension on her property. When he got divorced he was ordered to pay £90 a month to prevent her going into debt due to the expense of her property.
She has moved house since then, and the debt has accrued to nearly £10,000. He still has to pay £90 month.
He has written to the courts Chief Justice about 6 times to appeal against the decision and has recieved no response.
Please can anyone help
