Ski holiday curtailment

I'd be grateful if any one could advise . We are covered By Nat West PrivateBanking travel insurance. My student son is on a ski trip and slipped not skiing on first day. Sent by ambulance to hospital. Dislocated shoulder. back home by taxi in sling ( bit of a language barrierbut given sling , anti inflamatories , pian killers, phsysio reference an copy xray) and this morning shoulder joint misshapen and moving in and out. Clearly unable to ski as in pain but also needs to be looked at and assessed by fracture clinic. insurance confirm that he is covered but say will not pay repatriate as could have ongoing treatment in france neither will they pay curtailment as he can remain in france though ill and not skiing.. So sorry to bother you all but I just wondered if anyone has any advice? Thanks Catherine
