Stamp Duty Holiday questions

Hi,
I just have a couple of questions regarding the Stamp Duty Holiday and was wondering if anyone could offer me some advice.
I'm a first time buyer, so I don't have to pay stamp duty if the value of the property is £250k or less, or does it have to be below £250k, i.e. £249,999.99?
Since the holiday ends on 24th March, do I have to COMPLETE before this date to avoid paying, or do I merely have to EXCHANGE contracts?

£250K does not attract stamp duty. £250,000.01 does.
You have to complete by 24 March 2012.0 -
