EDF - can you only switch tariff by phone?

Coming up to the end of online saver7 tariff, I tried to switch (to another edf tariff) by their secure message system but they insist they have to speak to you on the phone to go through their 'legal script'. Not really a problem for me but am trying to sort the same for my mother too. She is quite deaf and phone is not great for her but edf are refusing to send her the info for her to do this in writing.

Question - are these suppliers not obliged to offer an alternative to performing the switch by phone? Why not accept a wrtten instruction by post or an online form, perhaps with a signed ' i have read and accept the t&c'. Disability discrimination?

Any views or similar experiences?
