Worcester Greenstar Junior 24i Boiler

We have a small Worcester Greenstar Junior 24i boiler which seems to drain the water out shortly after the system is filled using the filling loop.
I suspect it's probably a faulty pressure relief valve?
It has also been making a loud whirring noise prior to the above fault.
How much should we expect to pay for the repair and a service? It only feeds 3 radiators and supplies hot water for a small annex.
I've been told that the pressure relief valve is quite difficult to reach on this boiler as the whole hydraulic block has to be removed and replaced?
