ISA Share Account - transfer out fees

Hello all!
I have a share dealing account with SelfTrade, but after a review recently found that their charges appear less competitive than others these days - in particular they have an annual management fee of £42.
I am thinking to transfer to a different provider with lower fees, but have noted SelfTrade charge a £15 transfer out fee per stock. I have about 15 stocks so it would soon add up.
I stumbled across "BestInvest" which have an offer of repaying transfer fees, but as far as I can tell (not clear from their website) they also charge a high annual management fee. (Forum wouldn't allow to be post the link but I'm sure you can find it )
I am a fairly infrequent trader so I can live with a higher fee per trade if the account management costs are low/zero.
Does anyone have any recommendations for a reliable provider with fairly low fees, and preferably an offer of (partial?) transfer fee refund?
