Paid by online banking for goods in India - never received

Paid $407 for goods (spices) from India. The seller shipped the goods to me but because his shipper, TOLL Group, had not done the right paperwork, UK customs returned the goods to the seller. That was 4 weeks ago.
Although the seller blamed his shipper for the error, he promised to send the shipment with the right paperwork as soon as the goods were back in India in his possession. According to TNT, the goods have been back with him for over 2 weeks now. Last Friday he emailed me to say his shipper were expediting the goods by fast delivery that day. A week later, that is today, no airway bill, no tracking number, no response from the seller.
I have emailed the seller this morning to ask for a full refund. I paid from my HSBC current account through their international payment facility. This was an easy payment method and cost me £17 fees and exchange rate all inc. I have just phoned HSBC and been told there is nothing they can do about claiming the money and to contact the police fraud department.
Anyone know who I may contact who can offer some help/advice please? This seller is listed on TradeIndia wholesalers website.

You have effectively transferred some money to a bank account in India.
I may be wrong, but I cannot see how any organisation in the UK can help you.
If you cannot get any joy from the seller, I think your only course would be through the Indian courts.
It's easy to say now, but if you had used a credit card then the card company would help.0 -

You have to play these overseas deals very cannily. I had stuff coming fro the US on 3-5 day delivery they took over a month fortunately I stayed calm and the seller and I went on to do a fair few deals.0
