quote to replace thermostatic shower valve

Hi - our shower no longer completely shuts off and two separate plumbers have indicated that it can no longer be fixed and needs to be replaced.

One quoted £400 (parts and labour) to do the job, is this a fair quote?

I have just googled to find out how much the valve cost and the lowest I can find is £365 (part # E3115AA), so I presume that the quote above was to replace it with something else unless he could get the actual replacement for significantly lower price that what I can find online
