Barclaycard knock-back

Hi forum
I had a response from Barclaycard rejecting my complaint for miss-sold PPI. Their closing paragraph states:
'I have to inform you that as the date of this sale was before Barclays became signatories to the General Insurance Standards Council Code of Practice, I regret that your complaint is not eligible for referral to the Financial Ombudsman Service".
I was going to send the relevant info to FOS but am wondering if Barclaycard are correct (I have heard of the GISC issue before) or I should still proceed with escalating the matter to FOS.My Barclaycard account is still active.
Any guidance, similar experiences or advice would be appreciated.

sorry for the delay in responding.
What year did you take out the account?
You could otherwise still contact the FOS and see what they suggest, as they often suggest the underwriter/insurer avenue of the policy who may have been regulated.

Apologies in getting back to you!
The agreement was signed back in August 2000, Barclaycard are claiming that they signed up to GISC in November 2001.
If the account was closed I could understand their angle but it is still active and I wondered whether this made a difference.
I will call FOS to discuss and to make them aware what a mess Barclaycard have made in responding to my complaint eg, paperwork sent to the wrong dept, denying they had received a questionnaire when they had - as I have told them - if I was of a cynical disposition I'd say they had been using delaying tactics throughout.

I would go to FOS anyway - Barclays was covered by the Banking Ombudsman in 2000 and FOS will deal with complaints it covered.0

I rang FOS regarding a simular missive from barclaysharks and they confirmed that given the size of the bank and the fact that they were always signed up to/covered by any statutory bodies and rules that existed that the FOS can and will look at any claims regarding their products.
B/c are being very scummy over this and hoping that many who may not have access to sites like this will raise a claim via the FOS form then be fobbed off by their letter into not proceeding.
Shame on you BARCLAYS.
