    You really wouldn't expect that "I've received the goods I ordered - do I have to pay for them?" would need to be a Frequently Asked Question, would you?

    To put it simply, you entered into a contract with them where you would pay x amount for x shoes. They sent the shoes but you have not paid them. Seeing as the statute of limitations is 6 years, they have 6 years to chase you for this debt. If you dont pay, you're in breach of contract.

    If they had taken the payment without sending the goods, do you think you'd be of the same frame of mind? "oh well i paid for them without them sending them"?

    You could always call them and check the card details with them. You could also call your bank and ask if they tried to take a payment and why it was declined. While on the phone to them checking your card details, you could also ask them to try the payment again (but i would speak to your bank first to ensure they are not blocking the payment). It could be something simple such as the delivery address is different, name is different etc.
