Staywarm - high usage - help?!

I have been going through my parents electricity and gas bills to see if I could get their payments down at all. They are on Staywarm and currently pay £63 per WEEK. Their gas consumption for the last year was 66,988 KWH and the electric consumption was 10,982 KWH. Very high usage I know. They live in a 2 bedroom very old house with no double glazing and have the heating on 24 hours a day due to ill health. They are both in their 70's. I have trailed the internet trying to find out more information about the staywarm tariff and from what I can see there are 3 usage levels ... low/medium and high. My parents are obviously on the high tariff. What I cannot make out is what is classed as the high tarriff and if everyone within a certain KWH usage pays the same amount? Can anyone advise me if there is a website which gives me this information? I'd be grateful for any info.

    I believe http://www.moneysavingexpert.com/utilities/staywarm-special-briefing gives the consumption level at which the user is classified as "high" - although I don't think EON has ever actually confirmed those figures. Be aware that, as a high user, if they were to leave Staywarm it is very likely that if they wanted to go back on it at a later date they would not be allowed to.

    I noted that you said they had no double glazing or I assume much insulation in loft.
    There is a scheme around at the moment that is giving away free loft insulation upto 60mg thick and will help save them approx £175 a year. You do not have to apply to the company you are with either, although I have. At their age they should qualify for this automatically.
    The brickwork on their house - does it all run longways, or are some placed end on to side on. If the latter then there is no cavity in which to pop foam filling insulation. Also the nergy companies can draft proof doors and windows with a good quality excluder. These are all small things that can help.
    Once that is all done and dusted, they may then find that they can turn down heating a few degrees and still keep really warm.
    Might be worth asking Age UK for some guidance as they can often help in these situations.
