A quick look on Wikipedia confirms Sebastian Barry as the winner. Alison Kennedy won the award in 2008, but for books published in 2007, so I'm going to say Barry.
(being new I can't actually the link the page, but searching for Costa Book Awards 2008 reveals the results).
