withholding rent?

were waiting on our landlord to sort our mould problem (before anyone says it's not our fault our house is airtight even having windows wide open doesn't help) we told him a month ago if it wasn't done within 2 weeks we were moving out and guess what no work has been done despite him giving us dates for his builder to come, how the problem is my hubby doesn't want to move

whats the worst he can do if we withhold rent until it's done? (we would save it and give him a lump sum once it's done)

now here's the tricky bit we have no tenecy agreement  hubby is too trusting and said we didn't need one, we have a verbal agreement to cut out estate agent fee's aswell, however this house sat empty for along time before we moved in as has a house up the road so i don't think he'd be silly enough to evict god tenants who pay there rent ontime and only complain about proper problems

we're in N.I and have paid one months rent as a desposit

just because we don't want to move doesn't mean we won't i've really had enough and i do have the money set aside to move if nothings done, i just think if he didn't get any rent next month that could be the fire under him he clearly needs
