question re housing benefit and pensioners?

Hi everyone
I'm just doing a bit of online research for my mother who will at some point require housing benefit - for the first time in her life - she's 66
The thing is the online benefit calculator I used seems to have given a very generous amount of housing benefit - almost the same amount as her pensionable income.....does this sound wrong? have i done something wrong perhaps or is the system more generous with pensioners?
