Variable income & Housing Benefit/CTB

I'm looking for advice about Housing Benefit/Council Tax. I rent a one bed flat and am on income support with HB & CTB. My partner stays the night quite often. He has no income at the moment, and my income support is supporting both of us. He has chronic illnesses, but claims no benefits at all and is not keen to claim any as he is trying to set up his own business (I know it's difficult to get DLA and he says I/S would be too complicated as he gets a small, very irregular, variable income).
Since he has no regular income, or benefits, would he be entitled to housing benefit & CTB? I'd like him to move in full-time and perhaps try claiming DLA for him, and Carers Allowance for me, but it would be impossible if he had to pay rent etc while we waited for the DLA claim's outcome.

On what basis are you claiming IS?
A claim for DLA is for molbilty and/or care needs? Does he have these? If he does, who is providing these now for him?

Hi dseventy,
I claim IS due to anxiety and ME. He lives with his mum who cares for him when I'm not there. We sort of get by, looking after eachother I suppose. He has chronic lung/sinus problems, and immune system abnormalities (which he has on-going hospital treatment for), causing daily exhaustion and bronchitis. So yes, he does need a lot of care.0
