Being competant and regarding yourself as competant are totally not the same thing. You can do your own gaswork in your own house (but nobody elses) if you are competant without being GSR. That means having the right kit, knowing how to use it and it means having the right qualifications. It doesn't mean "I can do this" = competant. Surely you wouldn't envisage selling your property to someone who would be equally at risk when you leave?
If you know the work is done without safety requirements correctly met, you are equally complicit.

See post 22.Yes though I believe it isn't a criminal offence but a civil one ie you can't go to jail for it. That doesn't mean that you couldn't be charged with a crime for fitting a boiler when you were not competent to do so.

No not at all. Anyone can install a boiler in their own house for no reward as long as they consider themselves competent. That is, competent to size the sysyem requirements and the boiler to satisfy them, size the pipe work correctly in regards to installation volumes, purge it correctly to ensure that no air is within the pipe work and have the know how as to whether this will require purging to the exterior or nor and also to whether the purge volume is actually within your remit as as a domestic installer. commision the appliance as per manufacturers instructions: this will always require you to test the standing and working pressures, burner pressures and a combustion analysis report. God forbid you have over a 1mbar drop in working pressure between the meter and the appliance. To comply with benchmark requirements, you will also need incoming mains water pressure, pressure at outlets, temperature of incoming mains, temperature of hot water outlets, flow and return differential temperatures, flow readings hot and cold at outlets and all the normal let by and tightness tests. You will also be required by law to register the installation with building control. (£2.84 if you are a RGI).
