Given everything you have told us you could look into the motability scheme and forgo the higher rate mobility payments in favor of the car upgrade.
I would hesitate to suggest this for anyone without the most severest mobility difficulties, unless they can fund the car out of other income if things go wrong.
DLA is changing to PIP soon, and the government has committed to reducing the spending on PIP compared to DLA.
This has obvious consequences for existing awards.
In addition, in the normal course of things, existing awards can get removed, and appeals are a very lengthy process, during which you will (now) usually lose the car.0 -
If you already have £4.5K of savings and then access a lump sum of £5K, this will take you over the £6K threshold where means tested benefits are affected. In this case you'll need to be careful about how you spend the money or you'll be considered to have deprived yourself of the capital.
I was going to write that essential home maintenance was likely to be allowable but I then reread your post and realised that you rent your home. Surely, in these circumstances, home maintenance is the responsibility of your landlord?0 -
And then add in the £20k will mean no means tested benefit for a fair few years!
My minds not on things at present but other will add the the criteiria for spending your capital (I cant even remember the name !)

I believe anything over £6000 is taken into account at the ratio of £1 off your personal allowance (PA) for every £250 over the £6000.
Is this this deduction fortnightly or monthly and only on IS?All the Best0
