Car bought 2nd hand but seller hasn't sent off V5 log book

Hi, I bought a second hand car (nothing new or fancy, it's one that's several years old) and I kept asking the seller to send off his part of the V5 and after a while I've not been able to get in touch with him. I still have no completed log book.
Can anyone advise me what to do here, please? Do I just phone the DVLA and tell them what's happened? And then what do they do next?

Firstly, did you see the V5C & did you get given your part of the V5C, the green (new keeper) slip which the owner gives to the new buyer?
If you haven't heard anything within 30 days then the DVLA request you fill out a V62 - Application for a Vehicle Registration Certificate. You can find a link here:

This should not cost anything (see section D) and you will also need to send off the new keeper's slip (might like to take a copy of it). See the form for more info0 -
Thanks for the replies. I've not got the new keeper's bit from the V5C, so does that mean it's going to cost me £25? I've been trying to contact the guy to get it off him (it's a very long story) but to no avail.

Run up some speeding and parking fines he will soon send it off.
Send him a parking invoice. Get a premium rate phone number for him to contact you on.
Only put the phone number as contact details.
If he phones dont let him know your the person that bought the car, Just keep saying you
invoice the registered keeper. And your the registered keeper.
So the invoice stands.
Say you can contact the DVLA to see if he really did sell it but if he is still the registered
keeper then say you will send another invoice for double the original cost.
