My guess is that - right at this moment - they are at a "halfway house" position between "leaving dos as normal (ie organised by the company)" and future leavers not being even allowed to HAVE a leaving do. Right at this moment - the company are halfway along that road and havent got as far as forbidding leaving dos yet - but they HAVE gone far enough down the road that they are refusing to organise these dos themselves as normal.

Don't take it personally - you're just at an "awkward point in history" - ie in between "normal work conditions" and the worse "work conditions of the future". Hence - it looks as if you will have to organise your own do - and try to think positive along the lines of "In a year or twos time - they will probably be forbidding these dos - so at least I DO get mine - even though I have to organise it myself".

How can they 'forbid' leaving dos? They're outside work time, and not company funded. Your employer can't prevent colleagues and ex-colleagues socialising. My last employer told my team not to contact me while I was on gardening leave (and actually neglected to tell anyone other than my team that I'd gone which caused confusion for months), however, they got in touch via FB and while I organised my leaving do and invited external contacts, they sent out the invitations within the company. At no time was anyone forbidden from attending something outside work (and TBH as the FD was there, I think there would have been issues if anyone had tried).
  • At our place, anyone leaving just sends an email round saying they'll be in X pub on X date at X o'clock if anyone wants to join them.

  • when i left my first job years ago, my boss organised a surprise leaving do for me one luchtime. he'd sent an email to all staff in the building to say it was a surprise so not to mention it to me!! i realy was surprised with over 40 people who came. he'd even got various people i had worked with, to do a small speech about my best bits - i was known as a comedian in the making, so there were loads of stories!!

It really was a fab day in my life and i appreciated the time he took to organise it
