carers allowance- can you put a claim in to start from a certain date?

hi,
thanks for your help in my other c.a post,
does anyone know if i can put in a claim in now for carers to start when the person thats being cared for comes down to us so it can start straight away or do you have to wait til their there then apply ?
bet you have to wait but worth asking lol
