Best Prepaid Visa/Mastercard - for small amounts?

As per the title, I am trying to find out what would make for the best value in terms of a prepaid card - that would only be loaded by £14/£32/£60?

I am thinking in terms of costs for withdrawal at either atms in within the UK or in Europe. Also - what happens in an instance where it's impossible to withdraw the full amount - do you just lose it?

    well, it's an irrelevance for our purposes here as to why - just that I wanted folks to know that the amounts would be small....as i'm sure this will make a difference in terms of what offers the best option. ;-)

    I guess virtual cards would be useful here too - although not sure if there's any way to withdraw cash with these? I guess not?

    They're all expensive for ATM withdrawals.

    Best advice is to not use a Prepaid card if you want to make cash withdrawals. They'll all charge unreasonable fees.

    Yes, that's what I've been coming up against - and I've continually looked very hard for a solution. Is there any other way ( i don't want to use the likes of paypal or a conventional bank account)?
