Parcel still at international hub!!!!

You may remember I posted some time ago that I used the ebay parcel collection service. My parcel was collected by parcelforce on 02.01.07, well after many telephone conversations with parcelforce staff I was assured the parcel would reach Switzerland by Today at the latest. I have tracked it yet again and lo and behold it is still at the international hub!!! This parcel has been to switzerland once and returned here. I am at my wits end now, my buyer is going to report me to ebay, I cant get any sense out of parcelforce, they just keep telling me it will be sent straight away. Last Thursday they assured me it would definately leave the country that night!!! Is there anything I can do about this? I feel so helpless, I can understand my buyers anger, I think I too would feel the same way. Have I any claim with parcelforce? I feel that perhaps if I could offer my buyer a shipping refund it would help. By the way there is nothing shady with this parcel, it is just a hairdressing book!!!!!
