Wanted: freeware music manager to create random playlists

Hi everyone! I'm trying to find something I'm sure must exist, but advice is welcome:
I have a small MP3 player (256MB), and don't really want to spend on a bigger one if I can make changing what's on it easier. I'd like a piece of freeware that creates random playlists, but I want to be able to rate my MP3s so that my favourite tracks are more likely to be picked than other ones. A little like having an 'A' list, 'B' list etc on the radio. Then simply export to a folder for me to copy across to the MP3 player when I plug it in.
A lot of software I've seen allows picking songs better than a certain rating, but that's not what I want - I just want it to be more likely to pick them. Also, a lot of music software seems bloated - this would need to be quick to run. But it doesn't actually need to play the music.
Anyone have any suggestions?

Could you make a playlist specifying "songs with three or more stars" of say 175mb and then a 75mb "songs wih three or less stars" playlist and then transfer them - you'd then have mostly songs you like and a few others, and i think you could do this in most programs.
