Computer switches down, but not completely off???

Does anyone know perhaps, why when I turn off my computer - shut it down rather... it does not shut down all the way? It goes to a black screen "now" that says it is now safe to turn off your computer.
The thing is, I recently had to turn on my "hibernate" button - as this was not showing on the "off screen" menu. I was wondering if this effected it, but have since followed some instructions, which seems to imply no?
