Bluetooth Problems Samsung S400i

A friend of mine has got a Samsung S400i and he can send data by Bluetooth but when he tries to receive data an error message says he's "Not Allowed". Any ideas why? I been on Samsung website and gone through the manual etc and devices are all active.
If I had 8 hours to chop down a tree, I'd spend 6 hours sharpening my axe

my mums samsung d500 wont accept games and text files from all my sony ericssons (sending from the SE, and browsing through the files on the SE from the d500)0

is it customized to a network, as they may have disabled the bluetooth receiving function (highly unlikely though)
or it could be a software fault on the phone0
