Insulation for window

Must explain 1st....
Window in lounge pretty much goes from ceiling to floor, however it stops just enough from the floor to have a little ledge, we've put a slim book shelf on this legde to actually stop our dog from using the ledge to jump and look out the window which then causes him to bark (window is in 2 parts, bottom part is frosted which is why the dog was jumping to see out of the middle part).
Loads of people on our street have actually blocked out the bottom part of the window, is it pretty pointless.
We're going to do it eventually, with bricking it up like other places have done. But for now can we block it out from the inside, with like some insulation panels and then put a board over it? Another house did this, we could see silver foil when looking from the window outside.

Time to get over the nuptials, and time to start fixing the nest. A coat of paint on the inside of the window as high as you want to block out and the application of a sheet of a sheet of rigid insulation will do the job fine. Get the sheet as thick as you have depth for. As you say, that sort of window arrangement is pretty silly in most situations.I can afford anything that I want.
