Spark Energy Problem

Hi,
Just wondering if someone with a bit more knowledge could help me out here.
A friend of mine moved into a small flat above a shop in Dec 2008.
He gave an actual gas and electricity reading to Spark Energy when he moved in but since then every bill has been an estimate.
His meter readings are all over the place and he is concerned that the shop might also have been using his supply somehow!
In the first month apparently he used 1780 units, the next month 267.
He had agreed to pay £60 a month which the customer services advisor recommended.
2 months later his payments were inceased to £120.00 which he has been paying ever since!!
He is also paying Day/Night as well which seems pointless as this is a small flat?!
He now wants to move out and has submitted an actual meter read which is going to leave him with a bill for hundreds of pounds.
I really dont know where to start.
Surely for a single working male living in a 1 bed flat £60 would have been more than enough!
Is it worth contacting the ombudsman?
