Council PCN -> advice?

Hello there people, just got home with a PCN in my pocket demanding £70 but they will half it if paid within 14 days to £35. The odd thing is that there were no signs stating that there was to be no parking on the street in question and a call to the council (without giving my name and address) was somewhat of an attempt to intimidate me into parting with my debit card details.
I came here because of the brilliant advice I received from previous MSE users in another thread Regarding Town & City Parking (Scum).
What I am wondering is what my next step will be now I have a £35 to £70 bribe to deal with...

The usual advice is to scan both sides of the PCN and post the images on pepipoo.0

Well if you want help, get registered there...
Also you might of been had in a controlled zone - this means they don't need to (legally) put signs at the side of the road as they use big ones as you 'enter' the zone which with everything else going on around you, you're supposed to see so easily.0 -
