Rent £££PCM does that include service charge?

Am just thinking about renting my flat out. If I rented it at £££PCM do people expect this to include the service charge?
Obviously water, gas, electric and phone is their responsibility?
Council Tax also their responsibility also?

The service charge is the landlord's responsibility as the freeholders/management company get in touch with the owners of the flat to pay the charge.
The the tenant always pays gas, electricity, council tax, phone, any digital tv fees and broadband. Also if you rent your flat out you need to include some sort of clause that the tenants get your consent if they take out a service i.e. Sky which lasts longer than the rental period.
The water may or may not be included in the rent depending on the cost of it and whether it's metered. In places I have rented where the water bill is not metered it is included in the rent as this stops the tenant installing a water meter.I'm not cynical I'm realistic
